New HS Codes 1-01-2012

On 1st January 2012 the new version of the Harmonised System (HS) for coding goods came into force.  The Harmonised System covers the 1st 6-digits of the commodity code and, though not all numbers are affected, the 2012 changes are significant especially in the early sections of the tariff.   HS Codes are only revised every 5-years.

The EU is also amending the Combined Nomenclature (CN) endings to the commodity codes (digits 7 and 8) as of the 1st January 2012.  The 8-digit commodity code is used in the EU for export declarations and for intra-EU trade statistics (ie Intrastat). These changes may also affect the TARIC which generally relates to the string of numbers used in the EU at import – in the UK we are using the old version of TARIC so the import commodity code is increased to 10-digits but other member states are on TARIC3 which required a 12-digit number at import.

If your current commodity code numbers do not appear on the lists then, assuming your number is currently valid and correct, there will be not change from 1st January 2012.

Finally, please be aware that changes to the HS Code does not only apply to the EU; all countries currently using the Harmonised System to build their commodity codes within their tariff will be moving over to HS2012 from 1st January 2012, though not all countries on that date.  The USA has announced that from 1st January 2012 imports into the USA must conform with the new HS2012 codes but there will be a period of grace of 30 days before the Schedule B Tariff codes must be in-line with HS2012 when used on export declarations from the USA.  Take care when coding imports from America during January 2012 as they may not be the correct numbers.  You can check out information on the US-HTS from 2012  HERE
