UK OGELs Amended

The Plain English Campaign’s Crystal Mark for clarity and has awarded to 2 re-issued Open General Export Licence

OGEL (Military Goods, Software and Technology: Government or NATO End-Use) and OGEL (Military Goods, Software and Technology).

The amended licence is dated 11 January 2013 and came into force on the same day.

Due to late notification we have until 31 March 2013 to comply with the provisions of the new licence.

Main changes:

  • These licences no longer cross reference each other they stand-alone licences. 
  • Permitted goods, software and technology remain the same, as do the destinations apart from the inclusion of Liechtenstein.
  • Additionally, direct exports to Government or NATO no longer need an end user undertaking to confirm ‘permitted use’
  • All applicable non-Government/ NATA shipments MUST have an EUU

The Export Control Organisation, part of the Department for Business, Innovation and Skills, has amended the following Open General Export Licence (OGEL):

Open General Export Licence (International Non-Proliferation Regime Decontrols: Dual-Use Items)

and published the following licence:

Open General Export Licence (International Non-Proliferation Regime Decontrols: Military Items)

These come into effect on Friday 8th March 2013 (not the 5th March as stated in one of the ECO announcements).
