Russian Federation extends Technical Requirement GOST certificate from 1st July 2013

The Russian Federation increases the number of products that will fall under the Technical Requirements under GOST-TR certification from 1st July 2013 and announce other products to be added to the programme from 2015.


For the customs clearance of a wide range of products, the importer is required to prove that those goods conform to the valid norms and standards. Currently, two standardisation systems are in force in Russia, the first is valid in the three member countries of the Customs Union, Belarus, Kazakhstan and Russia, the other applies to the territory of the Russian Federation only. On a national basis, the conformity of the goods controlled by the Federal Customs Service is to be proven either through a Certificate of Conformity or a Declaration of Conformity, i.e. a self-declaration.


As regards the Customs Union, Belarus, Kazakhstan and Russia have implemented technical regulations (TRs) to which certain goods must conform in all three member states. In this context, the members of the Customs Union came to an agreement on obligatory certification, signed and ratified by all member states, which includes a unified list of products subject to mandatory certification and the application of a homogeneous display of certification forms.


The scope of products that are to conform with the TRs of the Customs Union will be amplified, as more regulations will enter into force until 2015. As of now, the TRs for the following products have entered into force:

  • pyrotechnical products
  • personal protective equipment
  • packaging
  • toys
  • cosmetic and perfume products
  • products for children and adolescents
  • light industry products
  • automotive and aviation gasoline, diesel and marine fuel, jet fuel and heating oil
  • low voltage equipment
  • machinery and equipment
  •  lifts
  • equipment for operation in explosive atmospheres
  • appliances burning gaseous fuels
  • electromagnetic compatibility of technical means.


In addition, the following TRs will take effect on 1 July 2013:

  • seeds
  • fat and oil products
  • foodstuffs
  • food products labelling
  • certain types of specialised food, including dietary nutrition
  • fruit and vegetable juice products
  • food additives, flavouring agents and technological supplements.


Please note that the products not mentioned in the unified list may still be subject to mandatory conformity confirmation in accordance with the national legislation.
