New EU Regulation on Firearms

EU Regulation No. 258/2012, which came into force on 30 September 2013, lays down rules for the export and transit of firearms for civilian use. The regulation is directly applicable in UK law and that of other EU Member States. This means that the UK will not need to introduce any new national legislation to implement the regulation.

The regulation is necessary to implement Article 10 of the United Nations protocol against the illicit manufacturing of and trafficking in firearms. This measure aims to promote, facilitate and strengthen cooperation in order to prevent, combat and eradicate the illicit manufacturing of and trafficking in small arms such as handguns and pistols (Annex 1 of Regulation 258/2012 contains the complete list of firearms). Article 10 discusses the need to implement or improve administrative procedures or systems to exercise effective control over the manufacturing, marking import and export of firearms.
