New EU methodology for calculating dumping advances

The Council’s position on a new country-neutral methodology for assessing market distortions in third countries has been approved by EU ambassadors. The Council’s position reflects to a large extent the main principles put forward by the Commission last fall. The Council and the European Parliament will be able to begin negotiations on a final text as soon as the Parliament determines its own negotiating position.
